Water engineers and consultants across the full water cycle

Water Solutions

Our water engineering team has been delivering consulting services across Australia, New Zealand, Southeast Asia, and the Pacific for nearly 50 years. That depth of experience spans the full water cycle – drinking water supply, wastewater management, stormwater, recycled water, and the infrastructure that connects them – across projects serving remote rural communities and major urban centres alike.

We work with local councils, water utilities, state and national governments, development agencies, and industrial operators across the region. In 2023, Beca formalised a Memorandum of Understanding with Black & Veatch, one of the world's leading water engineering firms, built on more than five years of collaboration on water projects across Australia and New Zealand.

In Australia, our water services are delivered through Beca HunterH2O – Beca's Australian water business, formed in 2022 through the merger of Beca and HunterH2O. With more than 500 water specialists across offices in Sydney, Melbourne, Brisbane, Adelaide, Newcastle, and Canberra, Beca HunterH2O is one of Asia Pacific's leading water consultancies. Our Australian water team brings deep operational experience across water, wastewater, and stormwater management. We have a long track record of delivering water infrastructure for some of Australia's largest utilities, including an ongoing design delivery partnership with Sydney Water.

In New Zealand, Beca is one of four partners selected by Watercare to support delivery of its 10-year infrastructure programme targeting more than $9 billion of water and wastewater investment across Auckland. Our NZ water engineering team operates across offices in Auckland, Wellington, Christchurch, Hamilton, and beyond. We work with councils and water utilities nationwide, from major urban utilities to regional authorities managing growth in smaller communities.

Beca maintains certification to ISO 9001 for quality management, ISO 14001 for environmental management, and ISO 45001 for occupational health and safety. These certifications reflect the governance expectations of the utilities, governments, and regulators we work with across Australia, New Zealand, Southeast Asia, and the Pacific. They are maintained through ongoing independent audit.

What Water Engineers Do

Our water engineers plan, design, and manage infrastructure for water supply, treatment, and flood control. Their work spans the full project lifecycle, from initial feasibility studies and process selection through to construction, commissioning, and long-term performance monitoring. On any given project, a water engineer might be designing a pipeline, assessing the capacity of an ageing pump station, modelling flood behaviour under climate change scenarios, or specifying the treatment processes needed to meet discharge consent conditions.

The technical scope is broad. Water engineers develop advanced processes such as filtration, disinfection, and desalination to remove contaminants from water sources. They design systems to manage excessive rainfall and reduce risks from climate change-driven flood events. They assess availability and manage resources to meet water needs. And increasingly, they implement Internet of Things (IoT) sensors and artificial intelligence to monitor networks and detect leaks in real time.

Water engineers must also communicate technical information clearly to non-technical stakeholders like councils, community groups, regulators, and asset owners who need to understand what is being proposed and why. That combination of technical and communication skills is what makes a good water engineer effective in practice.

Our Approach to Water Engineering Projects

Our water engineering team works across the full project lifecycle, from process selection and design through to commissioning and performance testing. We manage water engineering projects from initial feasibility studies through to construction and maintenance, coordinating across civil, mechanical, electrical, and environmental disciplines to deliver outcomes that hold up over the long term.

We use technology like drones and 3D modelling to assess the condition of ageing infrastructure, reducing the need for intrusive investigation and giving asset owners better data on which to base investment decisions. Our in-house robotic inspection vehicle, PIPE-i, extends this capability into confined and hazardous environments – culverts, pipes, and tunnels that would otherwise require high-risk confined space entry.

Water engineers at Beca also perform environmental impact assessments to understand and minimise the effects of water projects on surrounding environments. This work runs in parallel with technical design. Which means rather than being treated as a separate compliance step, environmental considerations shape the solution from the outset.

Water Infrastructure Services

From bulk water supply and stormwater management through to recycled water systems and asset rehabilitation, our water infrastructure services span the full water cycle. We design and deliver water facilities – including pipes, tanks, pumps, dams, storage reservoirs, and pumping stations – and provide concept design through to detailed design and construction support for both new infrastructure projects and upgrades to existing assets.

Asset management is a growing part of our water infrastructure work. Networks built decades ago were not designed for today's demand levels, and replacing them outright is rarely feasible. We assess existing networks, identify where targeted investment will deliver the most value, and develop infrastructure solutions that extend asset life while meeting current water needs and regulatory requirements.

Industrial Water and Wastewater Treatment

Not everybody gets excited about industrial water and wastewater treatment solutions, but we're not everybody. Our water engineers design water treatment systems for municipal and industrial clients, from process selection through to part-level specification – covering drinking water plants, industrial effluent treatment, and everything in between.

Beyond design, we assist clients with treated wastewater reuse, biogas recovery, and environmental compliance. Recent trends across manufacturing and food processing have been to minimise wastewater production at the source and, where that is not fully achievable, to recover and reuse as much of the treated stream as possible to reduce consumption and costs.

Water Resources Management

The efficient alignment of water source, treatment, and delivery is central to effective water resources management. Our experienced team helps clients develop water strategies that balance competing demands for public and environmental water, while meeting regulatory requirements for allocation and abstraction set by water authorities across the region.

We support clients with front-end studies, data modelling, source assessments, allocation planning, and river system protection. Water resources engineers at Beca work across surface water and groundwater systems, assessing water availability and helping clients manage resources to meet rising demand, which is projected to globally increase 20-30% by 2050.

Stormwater and Flood Management

Stormwater and flood management sits at the intersection of land use planning and water engineering. As urban development increases impervious surfaces and climate change intensifies rainfall events, the risk of flood damage to communities and infrastructure grows. Our water engineers design systems to protect waterways from excessive rainfall and urban runoff, and develop stormwater management plans for both current and projected future conditions.

We carry out flood impact assessments to understand how proposed developments will affect downstream flood behaviour, and design drainage infrastructure that manages risk without placing unnecessary burden on existing networks. Our stormwater work covers both new developments and existing urban catchments, from infrastructure requirements and concept design through to detailed design and construction support.

Planning, Design, and Project Delivery

Water engineering projects succeed or fail at the planning stage. We support clients through consenting and masterplanning to ensure projects meet both current and future water use needs. By evaluating environmental, technical, and community impacts early in the design process, we help clients define clear project objectives and make confident decisions.

From concept to completion, our water engineers bring civil engineering expertise and practical insight to every project. We provide full design services and oversee project management, construction monitoring, and contract administration. Whether it's a single asset or a complex water infrastructure design and delivery project, our track record across Australia, New Zealand, Southeast Asia, and the Pacific reflects our ability to deliver regardless of size or complexity.

Beca HunterH2O is appointed to more water provider panels along Australia's east coast than any other professional engineering services firm, and works with all four Melbourne metropolitan water retailers as well as utilities and councils across regional New South Wales, Queensland, and the ACT.

In New Zealand, Beca's water engineering team operates across offices in Auckland, Wellington, Christchurch, Hamilton, Tauranga, Dunedin, and beyond. Our NZ water team works with councils and utilities nationwide, from major urban water providers to regional authorities managing growth in smaller communities.

Beyond Australia and New Zealand, our water engineers work on projects across Southeast Asia and the Pacific, including long-term water and sanitation programmes in Pacific Island nations delivered in partnership with governments and development banks.

Water engineers and water consultants often work alongside each other, and in many firms – including Beca – the same person may do both. The distinction is mainly one of emphasis. A water engineer's work is grounded in technical design and analysis, covering everything from modelling flood behaviour and specifying treatment processes through to overseeing construction. A water resources engineer specifically focuses on availability modelling and allocation planning.

A water consultant tends to operate at a higher level, advising on strategy and options assessment before technical design begins. This might involve developing a long-term water supply strategy for a regional council or guiding a utility through a consenting process. The consulting role requires the same technical foundation as engineering, but the deliverable is usually a report or recommendation rather than a design.

In practice, most water engineering engagements require both. The consulting work frames the problem and establishes what needs to be built. The engineering work determines how to build it. At Beca, our water engineers and water consultants work as an integrated team across both phases of a project.

A bachelor's degree in civil, environmental, or water engineering is typically required for a career in water engineering. Some roles may benefit from a postgraduate qualification, particularly those involving complex process design, water resources modelling, or research. Completing a master's degree can broaden career options for engineers working on technically demanding projects.

Professional registration requirements vary by country and role. In Australia, senior water engineers are often expected to hold registration with Engineers Australia through the National Engineering Register, and state-level registration may be required depending on the jurisdiction and nature of the work. In New Zealand, engineering registration is not yet required by statute, though most practising engineers work toward registration as a Chartered Professional Engineer (CPEng) with Engineering New Zealand. Registration as a Professional Engineer (PE) is widely recognised across both countries as a mark of technical competence and is often required for senior roles on major infrastructure projects.

Water engineers may also need to obtain specific licences or authorisations depending on the region and the type of work involved. For example, where projects interact with drinking water safety regulations or resource consent conditions.

Water engineering is a sector with genuine long-term demand. Sydney Water alone is managing a $30 billion Capital Works Program to deliver essential water services for a sustainable future, and similar programmes are underway across Australia and New Zealand as utilities invest in ageing infrastructure, climate resilience, and population growth. For water engineers at any stage of their career, that translates into a sustained pipeline of meaningful work.

When evaluating firms, the range and scale of projects on offer matters. Water engineers are essential for transforming water into a sustainable, accessible, and safe resource, and the best firms reflect that in the complexity and variety of work they take on. This ranges from designing pipelines, pumping stations, and conveyance systems through to treatment plant upgrades and long-term water resources planning. Proficiency in hydraulic and hydrological modelling tools is expected across most water engineering roles, and firms that invest in training and expose junior engineers to these tools early will accelerate your development considerably.

Culture and collaboration are worth weighing seriously. Water engineering projects are delivered by teams, and the work environment shapes both the outcome and the day-to-day work experience. Look for firms that talk specifically about mentoring, graduate development programmes, and how they support engineers toward professional registration, rather than those that speak only in generalities about career growth.

Salary packages for water engineers vary by experience and location, and most competitive firms offer benefits beyond base salary including superannuation contributions and performance bonuses. The employee-owned model, which Beca shares with a small number of other leading water engineering firms, means staff participate directly in the firm's success, which tends to reinforce a culture of genuine investment in people and outcomes.

Beca's water engineering team spans Australia, New Zealand, Southeast Asia, and the Pacific. This means water engineers at Beca have access to a genuinely broad range of project types and geographies throughout their career. A water engineer at Beca might progress into a project engineer role within a few years, taking on coordination and delivery responsibilities before moving into design leadership or specialist technical roles.

Graduate programmes at Beca include structured mentoring, exposure to senior technical staff, and support for professional registration. Continuing education and professional development are treated as ongoing priorities. Our engineers are encouraged to pursue postgraduate study, present at industry conferences, and contribute to the technical communities that shape water engineering practice across the region. Internships and work placements are also available, providing beneficial and practical experience on live projects before graduation.

Water engineer roles at Beca range from graduate positions through to technical director and fellow appointments. Career growth opportunities exist across technical specialisation and client advisory roles, reflecting the breadth of what water engineering encompasses at a firm of Beca's scale.
