Te Tupu Ngātahi Supporting Growth

Te Tupu Ngātahi Supporting Growth is an alliance and partnership between NZ Transport Agency Waka Kotahi and Auckland Transport to deliver a transport planning programme that supports Auckland’s greenfield growth areas, by identifying and protecting the routes for future transport networks. 

Alongside Waka Kotahi and Auckland Transport, the alliance comprises Beca, AECOM and legal providers Bell Gully and Buddle Findlay. It was formed in 2018 ‘to grow together as one’ and build a well-integrated, accessible and sustainable future for Auckland. With an approach of collaboration, understanding and responding to the challenges and aspirations of all stakeholders, the alliance works closely with mana whenua, KiwiRail, Auckland Council and the wider community. 

As part of the alliance, Beca is providing a broad range of services including planning and environmental services, communications and engagement, transport advisory, project management, transport infrastructure, geotechnical, GIS, civil structures, urban design, and architecture. 

Since its establishment, the alliance has delivered:

•    Four Indicative Business Cases underpinning Indicative Strategic Transport Networks (released 2019) for all of Auckland’s growth areas. The proposed networks include new and upgraded roads, public transport connections, safety upgrades, walking and cycling links, and state highways. 

•    Nine Detailed Business Cases providing further optioneering, cost, and concept design for the projects making up the Indicative Strategic Transport Network.

•    Lodgement of 70 notices of requirement and confirmation of the vast majority as designations through publicly notified statutory planning processes. This required eight council hearings.

Doing this ‘route protection’ and planning now means that Auckland Transport and NZTA can identify and protect the land needed for important transport connections and the city can progress the next stages of urban planning with certainty.
