Redevelopment of Singapore's Collyer Quay

The redevelopment at Collyer Quay forms part of the Singapore Government's vision for creating a 24/7 'live-work-play' environment at Marina Bay.

The Collyer Quay redevelopment consists of conservation of Clifford Pier and Customs House, and a new six-storey waterfront luxury boutique hotel. When completed, it will form part of The Fullerton Heritage that also includes The Fullerton Hotel Singapore, The Waterboat House and One Fullerton.

Beca is providing civil, structural, mechanical and electrical engineering services to the project.

Features of the development include:

  • conservation, rejuvenation and redevelopment of the existing Clifford Pier into a lifestyle hub, comprising food and beverage retail facilities
  • conservation and redevelopment of the Customs Harbour Branch building into a food and beverage/retail area 
  • an open landscape plaza comprising terraced decks leading to the water.

The site's location over the water, as well as construction around existing buildings, pose the biggest challenges. Extensive instrumentation and monitoring works have been required to safeguard the existing conserved buildings and seawalls, and extreme care has been necessary in strengthening and retrofitting the existing structures.

The foundation for the new structures consists of bored piles ranging from 600mm to 900mm in diameter. An RC flat plate system provides the necessary clear height requirement, and special design and detailing of slanting columns to achieve the building form, and maximise the sea view.

A high level of co-ordination with the project team and local authorities has been essential to integrate and accommodate the building services above the sea water level and within the tight constraint of the conserved building.
