Focussing on transport planning, economics and policy, Ian has over 30 years experience working in New Zealand and internationally including Asia-Pacific, Africa and the Middle East. His clients have included New Zealand central and local government agencies and companies in the private sector; and he has worked with the World Bank and the Asian Development Bank.
Through his career, Ian’s work has extended to all modes of transport - road, rail, public passenger transport, ports and shipping, airports and air transport. His specialty includes transport planning and operations, transport policy and institutional studies, economic and financial appraisal and prioritisation of infrastructure investment, transport user costs and associated research.
For many years, Ian has been closely associated with the development of the NZ Government’s evaluation guidelines for the prioritisation and funding of land transport projects and their applications on road, public transport and rail freight projects. These include the Albany to Puhoi motorway extension, Britomart Transport Terminal and the proposed Marsden Point Rail Link.
Developing combined transport operational and cost models has been a feature of Ian’s work. His projects are varied: cost benefit analysis of securing transport routes against natural hazards, operational and cost modelling of toll collection and road user charging systems, vehicle operating cost modelling in relation to traffic and route characteristics and vehicle fleet fuel economy and emissions modelling.
